Between the older red-brick walk-ups along Pittwater Road and Howard Avenue, and the newer towers near the beach and the town centre, a large share of the flooring work in Dee Why happens in strata. That changes the order of decisions: the building’s by-law sets the acoustic requirement, the acoustic requirement narrows the product options, and only then does the look get chosen.
It also changes the paperwork. Removing carpet to install hard flooring is a minor renovation under section 110 of the Strata Schemes Management Act 2015, which needs approval by ordinary resolution at a general meeting. Most schemes want an acoustic report, insurance certificates and a scope of works with the application. Getting a complete pack in first time is the difference between two weeks and two months.
Above the town centre there is also a solid band of post-war brick homes on the hill, many on suspended timber floors, where original hardwood restoration and subfloor ventilation are the usual work.

Questions
Most NSW schemes require AAAC 4 star or better, which is an impact sound rating of below 50 dB, and a number of buildings require 5 or 6 star. The National Construction Code sets the legal minimum at L′nT,w of 62 or less. Your building’s own by-law is what actually governs, and it is usually stricter than the Code — we check it before specifying anything.
Submit a written application to the owners corporation with an acoustic report or assessment, the contractor’s public liability and workers compensation certificates, and a scope of works. Approval is by ordinary resolution at a general meeting because it is a minor renovation under section 110, not a special resolution. Allow two to four weeks. We prepare the pack as part of the job.
